India names NSA Doval for boundary talks with China

dovalIndia and China are poised to have their first round of boundary talks under the new Modi dispensation in New Delhi, with the Modi government announcing National Security Adviser Ajit Doval as New Delhi’s special representative to carry forward the tortuous negotiations to resolve the decades-old dispute.

The Prime Minister’s Office announced in a statement November 24 that Mr Doval, a former Intelligence Bureau chief,  would “conduct boundary negotiations and strategic consultations with China. This arrangement will be part of NSA’s overall assignment”.

Mr Doval’s appointment comes at a time when the boundary issue has acquired a new salience in India-China relations due to reports of intensified incursions by Chinese troops into the Indian territory in the last few months. Much to the dismay of India’s diplomatic-strategic establishment, the incursions by Chinese troops continued during Chinese President Xi Jinping’s maiden trip to India in September. The boundary dispute has been at the heart of sporadic tensions between the two Asian giants.

India and China have held 17 rounds of boundary negotiations, but without a breakthrough on contentious issues. The last round was held in February in Delhi between former India’s then National Security Adviser Shivshankar Menon and China’s Special Representative Yang Jiechi, a former foreign minister.
